België – Aanvaardingsplicht afgedankte elektrische en elektronische apparatuur (AEEA) – B2C
Sinds juli 2001 voorziet de wetgeving in een aanvaardingsplicht voor producenten en invoerders van elektrische en elektronische apparaten. In deze wetgeving is de milieubeleidsovereenkomst (MBO) tussen de diverse overkoepelende organisaties van handel en industrie met de gewestelijke overheden wettelijk vastgelegd. Bij de transpositie van de Europese richtlijn nr. 2002/96/EC is de wetgeving die de aanvaardingsplicht regelt in lijn gebracht met de betreffende Europese richtlijn.
De nadruk bij deze wetgeving ligt op de voorkoming en het beheer van afvalstoffen. De beroepsorganisaties verplichten zich in te spannen om de recycleerbaarheid van de op de markt gebrachte apparaten te verbeteren met name door zo weinig mogelijk composietmaterialen te gebruiken en door de gebruikte materialen te identificeren.
Voorts regelt de wetgeving de inzameling en de verwerking van elektrische en elektronische apparatuur. Inzameling vindt plaats via kringloopcentra, containerparken en eindverkopers. Verwerking geschiedt door gecertificeerde recyclingbedrijven. Bij de verwerking vindt scheiding plaats in herbruikbare en niet-herbruikbare apparatuur. Niet-herbruikbare apparaten worden ontdaan van de verschillende schadelijke componenten. De resterende materialen en onderdelen worden op een milieuvriendelijke wijze behandeld en toegeleverd aan de grondstoffenindustrie voor verdere verwerking.
Recupel
Om aan de in de milieubeleidsovereenkomst aangegane verplichting te voldoen werd op 1 juli 2001 door de fabrikanten en invoerders van elektrische en elektronische apparaten met de steun van de gewestelijke overheden de vzw Recupel opgericht. Zij organiseert in gans België de inzameling en de recyclage van Afgedankte Elektrische en Elektronische Apparaten (AEEA).
Recupel werkt nauw samen met de handelaars, de gemeenten, de intercommunales en de hergebruikcentra, alsook met gespecialiseerde bedrijven voor het transport en de ecologische verwerking van de afgedankte apparaten. De financiering van deze activiteiten wordt gewaarborgd door de recyclagebijdrage die de consument betaalt bij aankoop van een nieuw toestel.

Belgique – devoir d’acceptation des déchets d’équipements électriques et électroniques (DEEE/WEEE) – B2C
Depuis juillet 2001, la loi belge régit le devoir d’acceptation des déchets d’équipements électriques et électroniques par le producteur ou l’importateur. Cette loi détermine la politique environnementale sur laquelle les fédérations patronales et le gouvernement fédéral se sont accordés. En 2004, cette loi a été modifiée pour correspondre à la directive européenne n°2002/96/EC.
L’objectif de cette loi est la prévention et la gestion des déchets. Les fédérations coordonnées se sont engagées à améliorer la recyclabilité des produits mis sur le marché, notamment par une diminution de l’utilisation des matériaux composites et par l’identification des matériaux usagés.
Cette législation régit en outre la collecte et le traitement des équipements électriques et électroniques. La collecte a lieu via les points de collecte de « biens usagés », les parcs à conteneurs et les revendeurs. Le traitement est effectué par des entreprises de recyclage certifiées. Lors de celui-ci, les équipements en fin de vie sont divisés en deux catégories : réutilisables et non-réutilisables. Après élimination de tous les composants nocifs, les équipements non-réutilisables sont désassemblés. Les composants restants sont traités écologiquement et fournis aux vendeurs de matières premières aux fins de réemploi.
Recupel
Le 1e juillet 2001, les producteurs et importateurs d'équipement électriques et électroniques, avec le soutien des autorités régionales, ont fondé Recupel ASBL afin de répondre aux obligations fixées par la Convention de Politique Environnementale. Recupel organise la collecte et le recyclage des déchets d’équipements électriques et électroniques (DEEE) pour l’ensemble de la Belgique.
Recupel collabore étroitement avec les commerçants, les autorités régionales et les centres de recyclage, mais également avec les entreprises de logistiques spécialisées et les entreprises de recyclage pour le traitement écologique des équipements en fin de vie. Le financement de ces activités est assuré par une cotisation de recyclage supportée par le consommateur lors de l’achat d’un nouvel équipement.

Deutschland – Private Haushalte / Umsetzung der WEEE Direktive im Elektrogesetz B2C
Am 24. Oktober 2015 trat das sogenannte ElektoG2 in Kraft.Es setzt die EU Richtlinien 2002/95/EG1, 2002/96/EG2 und 2012/19/EU um.
Zweck ist die Vermeidung von Abfällen aus solchen Geräten und ihre bestmögliche Verwertung zum Schutz der Umwelt.
Elektroaltgeräte dürfen nicht im Hausmüll entsorgt werden. Das wird durch das Symbol der durchgestrichenen Mülltonne signalisiert. Privatkunden können ihre Altgeräte bei den kommunalen Entsorgungsstellen abgeben. Die Dell GmbH bei der Stiftung „Elektroaltgeräte-Register (EAR)" registriert und meldet das Verkaufsvolumen. Was bedeutet WEEE für private Haushalte? Privatkunden können ihre Altgeräte bei den kommunalen Entsorgungsstellen abgeben. Die Hersteller (Händler, Importeure) haben die Verantwortung für die Finanzierung der Kosten für die Rücknahme, umweltgerechte Behandlung, Verwertung und Entsorgung von Elektro- und Elektronik-Altgeräten, die bei den kommunalen Entsorgungsstellen abgegeben werden. Le 18 janvier 2005, le Luxembourg a transposé dans sa législation la directive européenne 2002/96/EC régissant la gestion des déchets électriques et électroniques.
Le principal objectif de cette loi est la prévention des déchets d'équipements électriques et électroniques ainsi que le réemploi, le recyclage et la récupération de ces déchets afin de réduire le besoin de les éliminer.
Le deuxième objectif est l’amélioration des performances écologiques de tous les acteurs impliqués dans le cycle de vie des produits électriques et électroniques.
Cette législation régit en outre la collecte et le traitement des équipements électriques et électroniques. La collecte a lieu via les parcs à conteneurs communaux, la collecte à domicile périodique et les commerçants. Le traitement est effectué par des entreprises de recyclage certifiées. Lors de celui-ci, les équipements en fin de vie sont divisés en deux catégories : réutilisables et non-réutilisables. Après élimination de tous les composants nocifs, les équipements non-réutilisables sont désassemblés. Les composants restants sont traités écologiquement et fournis aux vendeurs de matières premières aux fins de réemploi.
Ecotrel
Le 19 février 2004, les principaux producteurs et importateurs se sont associés aux principaux revendeurs pour créer Ecotrel. Cette initiative a été lancée par la Fédération luxembourgeoise des importateurs de produits électriques et électroniques. Une convention volontaire émise par le Ministère de l’Environnement et datée du 28 octobre 2005 définit les droits et obligations d’Ecotrel.
Ecotrel donne forme à la loi sur les DEEE en organisant le transport des déchets d’équipements électriques et électroniques depuis les parcs à conteneurs situés sur l’ensemble du territoire luxembourgeois vers les centres de recyclage, où s’effectue le traitement. À cet effet, Ecotrel collabore étroitement avec les commerçants, les communes, les entreprises de logistique spécialisées et les entreprises de recyclage certifiées pour le traitement écologique des équipements en fin de vie. Le financement de ces activités est assuré par une cotisation de recyclage supportée par le consommateur lors de l’achat d’un nouvel équipement.

Op 14 februari 2014 is de nieuwe “Regeling elektrische en elektronische apparatuur” van kracht geworden, die uitvoering geeft aan de Europese richtlijn nr. 2012/19/EU.In deze regeling is het afvalbeheer van elektrische en elektronische apparatuur geregeld.
EE-forskriften private husholdninger - Norge
Forskrift om kasserte elektriske og elektroniske produkter (EE-forskriften) trådte i kraft i 1999.
Formålet med EE-forskriften er å redusere de miljøproblemer EE-produkter forårsaker når de ender som avfall. Dette skal skje gjennom separat innsamling, utsortering og behandling av materialer og komponenter som er farlig avfall, og høy grad av gjenvinning av øvrige deler av avfallet. Bestemmelsene skal sikre at slikt avfall gjenvinnes der det etter en avveining av miljøhensyn, ressurshensyn og økonomiske forhold er berettiget
Hvordan påvirker EE-forskriften private husholdninger? Private husholdninger har muligheten til å returnere sitt EE-avfall til oppsamlingspunkter vederlagsfritt. Produsentene er ansvarlig for å finansiere innsamling, sortering, ombruk, gjenvinning, disponering og annen behandling av EE-avfall fra private husholdninger deponert ved disse oppsamlingspunktene. Dell løser sitt produsentansvar ovenfor EE-forskriften gjennom medlemskap i returselskapet Eurovironment AS. Eurovironment er godkjent av Statens Forurensingstilsyn(Sft). Österreich - Informationen an Letztverbraucher gem. § 13 EAG-VO
1) Sinn und Zweck der getrennten Sammlung von Elektro- und Elektronikaltgeräten und Nachteile der Beseitigung gemeinsam mit unsortierten Siedlungsabfällen
Innerhalb der EU fallen jährlich mehr und mehr Elektro- und Elektroaltgeräte an. All diese Geräte enthalten eine Reihe von gefährlichen Bestandteilen, die ein großes Problem bei der Abfallentsorgung darstellen. Im Verhältnis zur steigenden Menge werden allerdings immer weniger Geräte einer ordnungsgemäßen Entsorgung zugeführt. Eine vom normalen Siedlungsabfall getrennte Sammlung ist Vorraussetzung für eine spezielle Behandlung und ein entsprechendes Recycling von Elektroaltgeräten. Diese beiden Maßnahmen sind erforderlich, da sich in vielen Elektroaltgeräten Bestandteile befinden, die ohne fachgerechte Verwertung umweltschädigend sein können. Bei einer gemeinsamen Beseitigung mit unsortiertem Siedlungsabfall könnten Schadstoffe in den Abfallstrom gelangen. Die Folge wäre eine erhebliche Belastung der Umwelt.
2) Welche Rückgabe- und Sammelmöglichkeiten stehen den Letztverbrauchern zur Verfügung
Jeder Endverbraucher (Konsument) kann seine Elektroaltgeräte kostenlos bei den kommunalen Sammelstellen sowie den Sammelstellen der Systembetreiber abgeben. Weitere Informationen, über die nächstgelegene Sammelstelle können die Konsumenten auf der Homepage des ERP abfragen
3)Sinnhaftigkeit der Wiederverwendung, der stofflichen Verwertung und anderer Formen der Verwertung von Elektro- und Elektronik-Altgeräten
In Elektroaltgeräten sind zahlreiche wertvolle Rohstoffe wie zum Beispiel Eisen, Aluminium oder Kupfer enthalten, die im Sinne einer sparsamen Ausschöpfung der natürlichen Ressourcen wieder verwendet werden sollten. Die österreichischen Hersteller / Importeure nehmen ihre Verantwortung wahr, indem sie die Konzeption und Produktion von Elektro- und Elektronikgeräten forcieren, deren Reparatur, mögliche Nachrüstung, Wiederverwendung, Zerlegung und Recycling zunehmend einfacher ist und helfen dadurch mit, die Umweltbelastung möglichst gering zu halten
4) Potentielle Auswirkungen auf die Umwelt und die menschliche Gesundheit, die durch das Vorhandensein von gefährlichen Stoffen in Elektro- und Elektronikgeräten bedingt sind
Besonders wichtig ist die fach- und umweitgerechte Entsorgung von Schadstoffen wie z.B. Blei, Quecksilber oder Kadmium, die in vielen Elektroaltgeräten enthalten sind. Diese Stoffe benötigen eine spezielle Behandlung, da sie im Fall einer unsachgemäßen Beseitigung kurz- und langfristig negative Auswirkungen auf die Umwelt und menschliche Gesundheit haben können. Die österreichischen Hersteller / Importeure stellen unter anderen ausführliche Informationen über die in den Elektroaltgeräten enthaltenen Bauteile und Werkstoffe zur Verfügung. Dadurch leisten sie einen wesentlichen Beitrag zur Erleichterung der Entsorgung bzw. helfen sie mit, die Gefährdung der Umwelt und der menschlichen Gesundheit zu minimieren.
5) Was hat es mit der Mülltonne auf sich?
Die durchgestrichene Mülltonne auf Rädern ist das Symbol für die getrennte Sammlung. Alle Elektro- und Elektronikgeräte, die nach dem 12. August 2005 in Verkehr gebracht werden, müssen damit gekennzeichnet sein. Dies erleichtert die getrennte Sammlung bzw. Aussortierung aus dem Siedlungsabfall. Üblicherweise ist die durchgestrichene Mülltonne direkt am Produkt angebracht. In Ausnahmefällen, sofern dies aufgrund der Größe oder der Funktion des Produktes notwendig ist, muss das Symbol auf der Verpackung, der Gebrauchsanweisung oder dem Garantieschein aufgedruckt sein.

Jakie są konsekwencje dyrektywy WEEE dla gospodarstw domowych?
Gospodarstwa domowe spełniają ważną rolę wprzyczynianiu się do ponownego użycia i odzysku, w tym recyklingu, zużytego sprzętu elektrycznego i elektronicznego poprzez przekazanie sprzętu elektrycznego i elektronicznego do odpowiednich punktów zbiórki odpadów, recyklingu. Konsumenci nie mogą wyrzucać zużytego sprzętu elektrycznego i elektronicznego wraz z innymi odpadami. Pozostawienie zużytego sprzętu elektrycznego i elektronicznego w punkcie zbiórki jest bezpłatne.Za wyrzucenie tego typu sprzętu w miejscu do tego nieprzeznaczonym (np. wyrzucnie do kosza na śmieci, bądź porzucenie na nielegalnym wysypisku) może mieć negatywny wpływ na środowisko i zdrowie ludzi. Konsument może zostać również ukarany grzywną.
Symbol przekreślonego kontenera na kółkach na produkcie lub jego opakowaniu oznacza, że tego produktu nie należy wyrzucać razem z innymi odpadami domowymi.
Konsumenci mają obowiązek pozbywać się zużytego sprzętu elektrycznego i elektronicznego przez przekazanie go do autoryzowanego punktu zbiórki w celu recyklingu.

Poderão entregar e depositar, de maneira totalmente gratuita, qualquer equipamento eléctrico ou electrónico no final da sua vida útil num ponto municipal mais próximo da sua morada , pontos de limpeza municipal. Os agentes económicos implicado na geração destes restantes residuos (fabricantes, vendedores e distribuidores) serão responsaveís do financiamento necessário para a gerência destes residuos que serão depositados nos pontos de limpeza municipal. Smernica o OEEZ (smernica o odpadoch z elektrických a elektronických zariadení) vstúpila na Slovensko dňa 2. decembra 2004. Cieľom smernice o OEEZ je:
Spotrebitelia sú zodpovední za to, aby umožnili opätovné použitie a zhodnocovanie odpadu z elektrických a elektronických zariadení a aby likvidovali odpadové elektrické a elektronické zariadenia na vhodnom zbernom mieste na recykláciu. Spotrebitelia nemôžu zlikvidovať odpadové elektrické a elektronické zariadenia spolu s iným odpadom. Ponechanie odpadu z elektrických a elektronických zariadení na mieste zberu je bezplatné.
Vyradenie tohto typu zariadení na miesto, ktoré nie je navrhnuté (napr. Uvrhnutie do koša, expozícia alebo opustenie), môže mať negatívny vplyv na životné prostredie a ľudské zdravie. Spotrebiteľovi sa ukladá pokuta.
Symbol prečiarknutého koša na výrobku alebo na jeho obale znamená, že tento výrobok nesmie byť likvidovaný s vaším domácim odpadom.
Je vašou zodpovednosťou zlikvidovať svoje odpadové zariadenie odovzdaním do autorizovaného zberného miesta na recykláciu odpadu z elektrických a elektronických zariadení.

Australia - Product Stewardship Act
Australia -Product Stewardship (Televisions and Computers) Regulations 2011 came into effect on 8 November 2011.
Under the Product Stewardship Act, 2011 Dell as a liable part has elected to sign with Australian New Zealand Recycling Platform (ANZRP) as the Co-Regulatory Arrangement to help Dell acquits its obligation to reduce the amount of waste going to landfill, increase recycling rates, recover valuable resources that can be used to make new products and prevent harmful substances found in certain products from getting into the environment.
What does this mean for Private Households & Small Businesses? Private householders & Small Businesses will be able to return their obsolete IT products and peripherals to Techcollect collection facilities free of charge. Producers (manufacturers, importers, distributors) will be responsible for financing the collection, treatment, recovery and disposal of eWaste from private households deposited at these collection facilities

《废弃电器电子产品回收处理管理条例》颁布于2009年2月25日, 正式实施日期为2011年1月1日, 该条例主要规定电器电子产品生产者和进口者应缴纳废弃电器电子产品处理基金, 并且废弃电器电子产品只能由具有国家认证资格的处理企业实施处理.
《废弃电器电子产品处理基金征收使用管理办法》颁布于2012年6月1日, 正式实施日期为2012年7月1日, 该办法主要规定应缴纳废弃器电子产品处理基金的产品目录, 相对应的基金费率和基金补贴标准.

India - E-Waste (Management) Rules, 2016
India - E-Waste (Management) Rules, 2016 was published on 23 March 2016 and came into effect from 01 October 2016. The rules supersedes E-waste (Management & Handling) Rules, 2011 in force since 01 May 2012. The Rules were passed by the Ministry of Environment, Forests & Climate Change, implemented by the Central Pollution Control Board (CPCB) and monitored by the State Pollution Control Boards (SPCBs).
The Rules applies to every manufacturer, producer, consumer, bulk consumer, collection centers, dealers, e-retailer, refurbisher, dismantler and recycler involved in manufacture, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment listed in Schedule I (Product categories cover both Information Technology (IT) and Consumer electrical and electronics (CE), including their components, consumables, parts and spares.
The Rules, requires producers to implement Extended Producers Responsibility which includes collection and channelization of e-waste generated from the 'end of life' products with the targets prescribed and to ensure that the mechanism of such e-wastes are channelized to authorized dismantler or recycler. The Rules allows producers to set-up a general scheme of collection through dealers, collection centers, Producer Responsibility Organization, buy-back arrangement, exchange scheme, Deposit Refund System, etc. The Rules also prescribes further responsibilities for producers and other stakeholders. Dell has, as a part of its Extended Producer Responsibility (EPR), appointed Karo Sambhav Private Limited, a Producer Responsibility Organization (PRO - an industry collective program) to a) create awareness b) meet WEEE collection targets c) work towards development of a sustainable eco-system for effective management of e-waste and d) support future policy development. What does this mean for our customers?
The Rules places responsibilities on consumer and bulk consumer of electrical and electronic equipment listed in Schedule I to ensure that e-waste generated by them is channelized through collection center or dealer of authorized producer or dismantler or recycler or through the designated takeback service provider of the producer to authorized dismantler or recycler. In addition, bulk consumers are required to 1) maintain records of e-waste generated by them in a format provided in the Rules and make it available for scrutiny by competent authorities and 2) file Annual Returns to the SPCB.
Our consumer customers will be able to return their obsolete IT products to Dell, in accordance with our producer responsibility policy. As a customer you can also choose to bring your old Dell electronic equipment through our Return to Dell services.
Our commercial customers may utilize Dell’s Asset Resale and Recycling Services.
Vietnam - Decision No. 16/2015/QD-TTg dated May 22, 2015 of the Prime Minister on regulations on collection and treatment of discarded products.
Vietnam - The Decision is in force as of 15 July 2015. The Decision provides regulations on collection and treatment of discarded products within the Socialist Republic of Vietnam. The Decision shall apply to manufacturers, consumers and other organizations or individuals involved in take-back and treatment of discarded products in Vietnam.
The Decision requires manufacturing enterprises including official importers, official distributors and primary distributors to takeback discarded products i.e. receive and collect discarded products for management and treatment in accordance with legal requirements. The Decision allows manufacturing enterprises and distributors to set up Collection points and receive discarded products at their own location as requested by the manufacturing enterprises. The Decision also prescribes further responsibilities which can be downloaded here.
According to the Decision, the consumers have responsibilities to ensure to return the discarded products to Collection points provided by the manufacturers and they have the rights to request manufacturers to receive their discarded products.

The sale of these products triggers an environmental handling fee (eco fee) that is commonly passed to the consumer for payment. The amendment was introduced May 11, 2016. The electronics waste program will be an extended producer responsibility program like those implemented across existing provinces. To enable compliance with the regulations, Dell Canada Inc. has joined EPRA Yukon, an approved industry collective program that is managing the responsible recycling of electronics in that province together with the Government of Yukon. On 05 August 2010, Colombia published a binding regulation, Resolution 1512/2010, "By which Computer and / or Peripheral Waste Selective Collection and Environmental Management Systems are set up and other provisions are adopted" The regulation requires producers to establish individual or collective collection and management system for covered products. The system must provide collection points or equivalent collection systems, must be free to consumer and must promote reuse and recycling. Obligations also include reporting requirements. In first year, 2012, producers are required to collect a minimum of 5% of covered product sold – the amount rises 5% a year until 50% goal is met by 2021. The 2010 National Solid Waste Policy Law (No. 12.305) enshrined the principle of extended producer responsibility in the form of "reverse logistics," requiring manufacturers and importers to collect and manage their end-of-life ("EOL") products, including electro-electronic products and their components. The sectorial agreement proposal was submitted by ABINEE (Brazilian Electrical and Electronics Industry Association), After sectorial agreement has been published under public consultation on 08/01/19 until 08/30/19, and signed on Oct 31st, 2019 by a number of sector's entities and associations. The Agreement establishes the obligation of Reverse Logistics for electro-electronic products and the participation of manufacturers, importers, distributors and traders of such products. The document is divided into 25 clauses and 9 annexes. On February 1, 2013, SEMARNAT published NOM-161-SEMARNAT-2011, implementing producer and importer take-back requirements for technological wastes pursuant to Mexico's 2003 General Waste Law (LGPGIR). NOM-161: (1) Sets criteria for classifying special management wastes (SMW) and for determining which are subject to Management Plans, (2) Lists the SMW subject to Management Plans, (3) Describes the procedures for inclusion or exclusion from that list, and finally (4) Details the requirements for the Management Plans.
